The California Public Utilities Commission has ruled that from January 1, 2000
through April 30, 2002, Cingular Wireless improperly imposed an Early
Termination Fee ("ETF") without a grace period for early service cancellation
on many customer who signed up for wireless service. The agency has ordered
Cingular to refund all ETFs paid to Cingular or a Cingular retailer (such as
those operating in mall kiosks) between January 1, 2000 and April 30, 2002, and
to refund ETFs collected on or after May 1, 2002 for contract cancellations
during the first 15 days of the contract.
